Jubilee Winter 2026: Community Fund, New Amenities & Exciting Development Updates

There’s plenty happening at Jubilee this winter, with a new community initiative, upgrades at Club Jubilee One, and significant progress across retail, education and streetscape projects. Here’s a round-up of the latest news from our growing community.

Introducing the Jubilee Community Fund

One of the most exciting announcements this edition is the launch of the Jubilee Community Fund, a new initiative designed to support local groups, projects and activities that strengthen the Jubilee community. Whether that’s backing a junior sporting club, supporting a creative youth program, or helping a local organisation grow, the fund is a meaningful investment in the people who make Jubilee such a special place to call home.

More details on how to apply and upcoming opportunities will be shared soon, so watch this space.

Club Jubilee One Gets an Upgrade

Members of Club Jubilee One have a lot to look forward to, with several improvements recently rolled out to enhance the experience:

  • A new Club Manager has joined the team, bringing fresh energy and ideas to the community hub.
  • The gym equipment layout has been refreshed following member feedback, improving functionality and the overall workout experience.
  • Additional seating has been installed throughout the club, creating more spaces to relax and connect with neighbours.

And if you’ve been hoping for something a little more zen, yoga classes may be on the way. Belgravia Leisure is currently exploring the introduction of yoga at Club Jubilee One, designed to support flexibility, strength and overall wellbeing. Stay tuned for updates.

Building Jubilee’s Future

Retail Precinct

The retail precinct is taking shape at pace. Construction of the future 7-Eleven, car wash and service station is advancing well, and in-ground works have now commenced at Starbucks. The fuel and convenience precinct is expected to open in December 2026.

Streetscape Improvements

Major streetscape enhancements are underway along Cosmopolitan Drive and Ballan Road, with extensive nature strip upgrades and new tree planting underway. These works will create greener, more attractive streets that reflect Jubilee’s long-term vision for beautifully landscaped public spaces.

MacKillop College

Construction of MacKillop College continues to progress well, with significant site works and extensive rock removal now completed. The school remains on schedule to open in Term 1, 2027, bringing a quality education option right to the doorstep of Jubilee families.

Scholars Green: New Park, New Centre & Jubilee Marketplace

There’s exciting momentum building in the Scholars Green precinct:

  • Stage 44 Park is now under construction at the heart of Scholars Green. Spanning more than 13,000 square metres, the park will include a children’s playground, outdoor fitness equipment, and open recreation spaces — with completion expected by the end of 2026.
  • A new Sales and Information Centre is being built at the corner of Ison Road and Stanmore Crescent, set to become a striking feature of the upcoming Display Village opening in early 2027.
  • The detailed design phase for Jubilee Marketplace — a vibrant community hub bringing together dining, retail and services — has been completed. Construction is anticipated to commence in coming months, with completion targeted for 2027.

Progress Update on MacKillop College

13th November 2025

Exciting momentum continues at Jubilee, with MacKillop College reaching a series of key milestones as works progress toward its much-anticipated opening. Building on the recently unveiled design, the project is now moving into the next phase of planning and preparation, marking another important step in bringing a world-class educational environment to our growing community.

Here’s the latest update:
• The school’s planning permit application was submitted to the Department of Transport and Planning (DTP) in late September, a major step forward in preparing for construction.
• The architects are now finalising detailed plans and tender documentation, allowing builders to soon submit their proposals.
• The Early Childhood Hub is expected to go to tender in late November, with construction commencing in January 2026 and opening in January 2027.
• The P–12 Campus, catering for students from Prep through Year 12, is targeting March 2026 for tender, with construction set to begin in June 2026 and opening in Term 1, 2028.
• Separate contractors will oversee the Early Childhood Hub and P–12 Campus, ensuring each project remains on track and delivered to the highest standard.

This milestone marks another exciting chapter in shaping Jubilee’s expanding education and community offering, reinforcing our commitment to creating a vibrant, connected environment where families can grow, learn, and thrive.

Design Concept for Mackillop at Jubilee

Exciting progress is underway at Jubilee, with Mackillop College taking a major step toward its much-anticipated opening from 2028. The latest milestone in this journey is the selection of an architectural design that will shape the future of education within our thriving community.
Following a competitive process among four leading architectural firms, McBride Charles Ryan has been chosen to bring their innovative vision to life. Renowned for their dynamic and forward-thinking approach to architecture, their design for Mackillop College is set to redefine modern learning environments.

The new campus will be a state-of-the-art facility that seamlessly integrates contemporary educational spaces with community values. Thoughtfully designed to foster creativity, collaboration, and student wellbeing, the school will provide an inspiring setting for future generations. The layout prioritises open, engaging learning areas that encourage interaction while also offering quiet spaces for focused study.

Mackillop College’s addition to Jubilee underscores the estate’s reputation as a premier destination for families, offering not only high-quality living but also access to outstanding education. This milestone brings us one step closer to providing an exceptional school within our community, reinforcing Jubilee as a place where families can grow and thrive.
Whilst the masterplan is still being finalised, these design concepts offer an exciting glimpse into what to expect.

Cosmopolitan Drive Park: A New Community Space Coming Soon

26th February 2025

Exciting news for Jubilee residents—Cosmopolitan Drive Park is on the way! This brand-new 9,000 sqm park, a $2 million investment, is set to be completed by May/June 2025, bringing a fantastic recreational space to the community.
The park will feature a range of amenities designed for all ages to enjoy. With sports equipment already in place, the coming weeks will see the addition of a play tower, BBQ shelter, and more fun play equipment. To complete the space, fresh grass, tree plantings, and mulch will be added, creating a lush and inviting environment for families and friends to gather.
Cosmopolitan Drive Park will serve as a vibrant community space, offering residents a place to relax, play, and connect. Whether enjoying a barbecue, engaging in outdoor activities, or simply unwinding in nature, the park is set to become a cherished space for all.

Development Update September 2024

3rd September 2024

Here’s a snapshot of what has been going on at Jubilee:

Exciting developments are underway as works on Stage 69, District Park are set to begin in September 2024.

This vibrant new community space will feature an off-leash dog area, a multi-purpose sports court, a playground, and BBQ facilities, offering residents a welcoming space to connect and unwind.

The park is expected to be completed by March 2025.

Welcome Parade will be undergoing an upgrade. The median strip in the middle of Welcome Parade will have all old shrubs removed and replaced.

The town planning permits have been approved for the service station which will be located on the corner of Ison Road & Ballan Road, the service station will also include a McDonalds and Starbucks.

Ballan Road & Cosmopolitan Drive Intersection. Civil Works well advanced, anticipating Intersection will be completed by late January.

  • Stage 54 All Civil works completed. Awaiting Compliance from the relevant Authorities. Settlement expected the first week of November.
    We look forward to welcoming our new residents to the Jubilee community!
  • Stage 57 Civil works continue. Program completion by November. Compliance from the relevant Authorities will commence after Civil completion. Settlement expected the first week of January 2025.
  • Stage 68 Civil works commenced. Anticipate Settlements in February 2025.
  • Stage 56 Civil works commenced. Currently installing Water reticulation.
  • Stage 58 Civil works commenced. Currently installing storm water drainage.

Construction Update November 2023

29th November 2023

There has been much progress and transformation across many areas of Jubilee of late.

It was great seeing so many from the Jubilee and wider community come down to the official celebrations of the recently opened IGA Jubilee Plus Liquor supermarket, the family fun day event was a great celebration for all.

Many members of the community are also enjoying the newly opened park in Urban Square at Jubilee. Landscaping works across various stages is seeing many new trees, shrubs and plants popping up everywhere adding to the already great green spaces at Jubilee.

Civil construction works have been bustling along with timely completions in preparation of more settlements due this side of Christmas. We once again look forward to welcoming more families to the wider Jubilee community as we head towards the festive season.

Here’s a snapshot of what has been going on at Jubilee:

Tuppal Drive – It is now opened to enter left from Ballan Road into Jubilee.
Stage 55 OC Park – It is under design development with completion due in July 2024.
Stage 41 – Now titled and settlements have taken place.
Stage 42 – In finishing stages now with settlements expected for December 2023.
Stage 52 – Now titled and settlements have taken place.
Stage 55 – PC has been achieved. Titles expected January 2024.
Ballan Road/Cosmopolitan Road Intersection – Works have commenced.

Landscaping

Stages 50, 51 & OC Park, 53 and Ballan Ison Road Intersection are now all completed.
Stages 41, 42, 53 and Tuppal Drive are expected to commence soon.

Design development of the future large district park in the Urban Square neighbourhood is underway in conjunction with Wyndham Council. We anticipate we will start works on the park in mid-2024 with completion expected in early to mid-2025.

This park is proposed to include:

  • A large multi activity tower
  • Musical play interactive play equipment
  • Senior and junior play spaces
  • A hurricane swing
  • For a furry friends and babies – A designated fenced dog park
  • Shelter and BBQ areas
  • Toilet block
  • Multi-sports game court including proposed basketball, handball, hopscotch, sidewalk twister
  • Expansive grassed kick about areas

Construction Update – April 2023

21st April 2023

Jubilee construction has progressed well over the past few months with generally good weather enabling our construction contractors to focus on delivery of key development projects and infrastructure. This puts Jubilee in a great position to deliver the next stages of land on time with an expectation of completion and titling according to our planning schedule. Current and future civil works are all on track along with new landscaping and major road intersections like Ballan Road/Cosmopolitan Drive plus Ison Road starting to take shape. We look forward to welcoming many new residents to the Jubilee community over the next year as they settle on their land and commence their home building journey.

Additionally, the first phase of construction of stage one of our multi-million dollar Neighbourhood Centre is now complete. The IGA Supermarket team are working hard to complete the store fitout and we expect them to open very soon, four specialty shops to follow.

Stage 33 and 53 – Settled February 2023

Stage 41 – Kerb & Channel is now completed. Footpaths & road pavements currently underway. Tuppal Drive intersection with Ballan Road is currently all under construction

Stage 42 – Sewer works & stormwater drainage now been completed. Water reticulation is currently under construction

Stage 52 – Internal & outfall sewer works, stormwater drainage & water reticulation are now completed. Base layer of road pavement currently underway

Stage 55 – Sewer reticulation works now complete. Stormwater drainage is currently underway

Ballan Road/Cosmopolitan Rd Intersection – Due to commence construction around April/May next year & expected completion mid-2024

Ison Road – Asphalt is currently going down & full construction is expected to be completed by middle 2023

Landscaping

Stages 50, 51, 53 & Ison Rd Intersection – Due to commence in April & expected completion July 2023

Ison Road Rail Overpass to ease congestion for Wyndham residents

16th September 2022

We have exciting news for our Jubilee community, as part of Victoria’s major roads infrastructure projects, the State Government recently announced it will proceed to complete the Ison Road overpass link.

Wyndham West and Werribee regions will have easier, convenient, and safer access to the Princes Freeway, with the Australian and Victorian governments announcing a $114 million investment into the project.

This is another important step forward for everyone in the Wyndham Vale area with improved future traffic planning and management.

Once complete, this overpass will make a tremendous difference for our Jubilee residents with direct access via Armstrong & Ison Roads to the Princes Freeway.

According to the announcement, work will commence next year.
